new config tool, static and dynamic trees

Stefan, in a few minutes I'll be committing a simple change that greatly 
reduces the size of targets/arima/hdama/Config.lb. 

I have tested this and it works fine, save for the slow memory test (which 
may be L2 cache, but may be who knows ... TOM again?)
