[LinuxBIOS] Tyan s2892 the OLPC way

Do we need a new variable FALLBACK_ONLY ?

I put together the attached patch to try to modify it nicely, but I'm not
sure it works as I intended.  I wanted to only try to jump to normal when
there is a normal, but the variables are all FALLBACK-oriented.
