I'm not sure I like this. IMO the build should always work fully
offline. With such a move you're forcing people to have net access
while building, which can bring several problems which we could prevent.

IMO wgetting VSAs etc. is a buildrom job. For manual builds you should
just put it somewhere and point to it via a 'make menuconfig' option.

Yes, indeed. But we don't need wget or net access for that.
