The bootblock size is determined from CONFIG_ROM_IMAGE_SIZE (which 
itself is related to CONFIG_FALLBACK_SIZE). The payload is not inside 
the bootblock, so it's not calculated in.

via/vt8454c and kontron/986lcd-m are two boards with a good and working 
CBFS configurations. Maybe they serve you as examples.
