It's possible to set CONFIG_BOOTMENU to 0 -- it will then skip the
boot menu.

SeaBIOS will boot the first method it can that works - including a
payload.  It's also possible to change the default boot order by
modifying the setting of IPL.bootorder in boot.c.  (This should
probably be a config setting.)
