I agree.  I'd like to go through a round of:

1. It's impossible to do fixed locations.
2. How do we convert everything that's fixed now?
3. What's impossible to do without fixed locations?

Otherwise I'm afraid we'll end up with fixed regions that don't need
to be fixed.
