[coreboot] [PATCH] __ROMCC__ ifdefs

I think it's time to separate the two meanings of __ROMCC__.  Right now it
is used for:
1. Use simple functions and data types since we don't have RAM
2. Don't use prototypes, romcc doesn't support them.

Right now the patch creates __PRE_RAMINIT__
