Fantastic. I probably knew this already, sorry for forgetting. It
would be nice to never mention fallback anywhere unless there is
also a normal, but that's another issue.

If USE_OPTION_TABLE is set during config then I think it's fine to
overwrite any invalid NVRAM contents.
