Pure Kconfig development line. No functional changes to the way boards boot must be introduced here, unless they're merged from upstream! Also acceptable is to change between existing build configurations (eg. QEmu can be ROMCC or CAR, and is ROMCC right now). But no architectural changes beyond the strictest KConfig work here!
