util/buildstatus/buildstatus.pl

It's a trivial tool that makes use of trivial perl features (maximum 
portability ... we've had perl portability problems on this project) to 
build a web page. 

Comments welcome. But I don't want mods that make use of tricky perl or
html code. There is a reason I didn't use perl objects.

now we all need to get our STATUS files up to date ...
