 Ollie Lho explained:
 On board VGA cards do depends on these patch to work correct. By moving
 the apic cluster in front of other devices, the CPU cache will inited
 before on board VGA cards are inited. Otherwise, memory transaction will
 not be passed to the VGA cards.
