But if we want the boot order, lets store the indices of all payloads
rather than adding lots of implicit assumptions and options like "ignore
all payloads up to index". We can easily spare 16 or 32 bytes of CMOS. And
that is quite a number of possible payloads to exceed. I bet we run out
of flash easier (and out of payloads ;)
