All right.  If I do this then I can't ignore fixed resources in the
allocation algorithm anymore.  It still works right now because 0-0xfff is
the largest resource, so it gets allocated first.  I think it would break if
you tried to allocate an IO resource larger than that.

Do we want to take fixed resources into account in the allocator?
