Modularity can very well mean a module is mandatory. In v2 there was no
initram module. But it's still mandatory in v3, even though it's modular.

I think we all agree that a feature requirement (option rom execution)
may mean a module requirement (seabios).

There really is not much to discuss about, except if we start flipping
words around when we hear the word bios.
