[coreboot] Resource Allocation in v3

This patch has been languishing while I've been trying to hash out the dts
stuff.

The basic idea of this patch is that it splits resource allocation into
three passes:
Read
Sum
Assign

This puts code with my mail from last week.

It applies to head and compiles.  It does a fairly good job on serengeti
(the same allocations as before).  I haven't tried it on other platforms.
