[coreboot] r4000 build service

Dear coreboot readers!

This is the automated build check service of coreboot.

The developer "stepan" checked in revision 4000 to
the coreboot source repository and caused the following 
changes:

Change Log:
This, ladies and gentlement, is commit #4000.

Use the (almost) same strict CFLAGS in v2 that we use on v3. And fix a few
include files and missing prototypes. Also, fix up the Config-abuild.lb files
to properly work for cross compiling.

If something broke during this checkin please be a pain 
in stepan's neck until the issue is fixed.

If this issue is not fixed within 24h the revision should 
be backed out.
