[coreboot] [PATCH] More i82801dx_lpc fixups

More fixups for i82801dx_lpc.c code including, fixing 
i82801dx_power_options() so CONFIG_MAINBOARD_POWER_ON_AFTER_POWER_FAIL 
works, and get rid of HPET, ICH4 does not support it (btw, ICH5 is the 
first to support HPET). Build and boot tested.
