You have to create the file etc/ps2-keyboard-spinup:

$ ./encodeint.py ps2-keyboard-spinup 2000
$ hexdump ps2-keyboard-spinup
0000000 07d0 0000 0000 0000
0000008

Then add that file to cbfs:

$ ./cbfstool coreboot.rom add -f ps2-keyboard-spinup -n
etc/ps2-keyboard-spinup -t raw

Adjust the file locations, ofcourse.
